The history of the city hall begins in half of the 13th century.
Sometimes in between 1233 - 1240 town of Jihlava was established as a King's mining town on the foundation of the original mining village (exploit a mine in Jihlava started in 1234). First settlement in this region was concentrated by the ford on the left bank of the river - the first Slavic settlement was established sometimes in 1200.
Market village with Church of Saint John (this church is a remainder of the original village to this day - church was rebuilding many times - last time in baroque).
Originated near Haberska's path exploitation of earth for silver was growing as well as the city itself, even on the right bank of the river, where historic center was born in the same structure known today. Jihlava became one of the richest and most powerful cities in the Czech kingdom, because of the exploitation. The city's well building was growing - especially city hall, which should been the boast of town. At this time the first need for city administration came up as a necessary. It was clear city needs own city council. Therefore 12 city counsels (they were the richest businessman and mine's owners) created new city counsel and afterwards they started to call each other alderman. The leader of the city counsel was port reeve. Each of the aldermen took a part in the council, they exchanged every 4 weeks in the office and above them was port reeve chairperson. The city had 4 counsels and they rotated every 3 years.
Members of the city counsel used to gather on different places, but the counsel became more respectable and therefore there was an urgent need for suitable establishment.
The first city hall in Jihlava was situated on the west end of the town square - between streets Matky Bozi and Benesova. There was always disagreement between the city counsel and bailiff - he was representing King in Jihlava - therefore this situation was impossible in the long run.
In 1425 the member of the city counsel moved from their original building into the bigger building located on the east side of the city square (originally Cippusova street), where the richest citizens lived, so after all they have moved to the most important part of town.
